摘　　要：从2014年底到2015年初,中国多地乳制品加工企业减少收奶甚至拒绝收奶,奶农倒奶的报道频频见诸报端。倒奶事件不是首次发生,也不是仅中国才有的现象,但是此次倒奶事件却引起了媒体、老百姓的极大关注,讨论的焦点并不仅仅局限在乳业行业本身,甚至被放大成了对社会制度的讨论。因此,为了弄清此次倒奶的原因,梳理了近年国内外的倒奶事件,对其缘由进行分析,并重点分析了此次倒奶的原因,在此基础上借鉴国外防范奶农倒奶的经验,提出加速奶业的产业融合、完善利益联结机制、发挥两大协会的作用及加强乳制品进口管理等减少奶业波动的政策建议。From late 2014 to early 2015, some dairy processing enterprises reduced raw milk purchase or even refused to buy the raw milk, which forced the dairy farmers to dump their unsold milk to the ground or the farms. The incident of dumping milk, frequently appeared in press reports, was not the first time and not only happened in China. But this one has attracted great attention of media and most Chinese people. The focus of discussion was not just confined to dairy industry itself, even magnified to discuss about the social system. Therefore, in order to ascertain the reasons for the recent incident of dumping milk, we reviewed the incidents of dumping milk happened at home and abroad in recent years and analyzed the reasons for these incidents. We put our emphasis on the root causes of the recent incident of dumping milk happened in China.And we introduced some experiences to prevent the farmers from dumping milk in the U.S., the EU and Brazil. Finally we put forward some policy recommendations to reduce the volatility of dairy industry, such as accelerating the dairy industry convergence, perfecting the benefit coupling mechanism, fully playing the role of the two associations and strengthening the management of imports of dairy products.
