摘  要:文章分析了农业科研单位创新能力要素包括创新能力资源要素(人才)、创新能力载体要素(项目、成果、平台、知识产权)和创新能力环境要素(制度),以及农业科研单位创新能力的经济性、内动性、累加性及系统性特点。并对人才分类管理模式、重大项目工程带动模式、科研平台层级式建设模式、成果顶层设计培育模式、知识产权最大效益化驱动模式和管理制度系统化运行模式等6种提升农业科研单位科技创新能力的模式进行了初步探讨。Scientific and technological innovation capability elements of agricultural research institutes include resource element (talent), vector elements (project, achievement, platform and intellectual property) and environmental element (system). Features of agricultural research institutes' innovation ability were clarified in the paper, which were economy, internal mobility, cumulative nature and systemic. Finally, six modes of upgrading scientific and technological innovation capability were explored, such as personnel classification administration mode, key project leading mode, hierarchical scientific research platform construction mode, top design and cultivation of achievement mode, the largest benefit of intellectual property motivation mode, and systematic operated management institution mode.
