引进国外智力资源 提升农业生物安全科技创新能力——以中国农业科学院植物保护研究所为例

摘　　要：文章以中国农业科学院植物保护研究所引智工作为例,阐述了引进国外智力资源的途径,指出引进国外智力可通过专门的引进人才项目、国际合作项目、引智基地、聘请国外知名专家担任客座教授、国际合作平台和中外合作办学等方式来实现。引进国外智力资源可以促进人才培养和团队建设、带动技术和资源的引进、推动平台建设和学科发展及提升科技创新能力。最后,提出对未来引智工作的设想,以期为农业领域的大学和科研单位开展引智工作提供参考。Taking foreign intelligence introduction in Institute of Plant Protection of CAAS as example, ways of foreign intelligence introduction were discussed in this paper. It was pointed out that foreign scientists could be introduced through the specific projects for intelligence introducing, bases for introducing foreign intelligence, international cooperation projects, international cooperation platforms, inviting the famous foreign scientists to be the visiting professors, and cooperation in running schools with foreign universities. This work could promote talents＇ training and construction of teamwork, accelerating technology and resource introduction, promoting platform construction and discipline development, and boosting science and technology innovation ability. Meanwhile, considerations for the foreign intelligence introduction in the future were put forward. All the discussions and suggestions in this paper are to supply reference to foreign intelligence introduction in agricultural universities and research institutes.
