摘　　要：石油化工行业具有高温高压、有毒有害、易燃易爆、连续作业、点多面广等特点[1];事故发生率高,且极具危险性,一旦发生事故,导致的后果极其严重。在突发事件的应急处置过程中,仅仅具备完善的后方应急指挥中心是不够的,现场仍然需要强大并可独立指挥的临时指挥中心,应急通信车作为应急指挥中心派驻现场应急救援的最高指挥场所,将对实施现场应急救援、应急指挥工作起到极其重要的作用。The characteristics of the petroleum chemical industry are as follows： high temperature, high pressure, toxic, flammable and explosive, continuous operation, wide distribution, and so on. The accident rate is high and very dangerous. Once the accident happens, it＇ll result in serious consequences. A perfect headquarters is not enough during the process of emergency. An improvised command center is still needed at the scene. The emergency communication vehicle will play an extremely important role in emergency rescue and emergency command work.
