摘　　要：在处置群体性事件中,政府决策条件的不确定性是造成决策风险的主要原因,同是政府决策方案本身的抗风险能力也是造成决策风险的另一个重要原因。处置群体性事件决策方案的抗风险能力和政府决策风险成反比。决策方案本身的抗风险能力是决定处置方案在实施过程中面临风险程度的重要因素。所以说,如何增强决策方案的抗风险能力,是政府职能部门控制群体性事件决策风险的基本途径。When dealing with Group Events effectively,the uncertainty of government decision is the important reason to that will cause decision risk;Meanwhile,the anti-risk ability of government decision project is the other reason that will cause decision risk.The anti-risk ability of decision project in dealing with Group Events is inverse to the government decision risk.The anti-risk of decision project is the important factor in deciding how much risk we should run during carry out the decision project.Therefore,how to strengthen the anti-risk ability of decision project is an assignable main way that government functional department deals with the decision risk in the Group Events effectively.
