亮点与困惑——对《关于进一步加强和改进高校出版工作的意见》的解读

摘　　要：对教育部和国家新闻出版广电总局《关于进一步加强和改进高校出版工作的意见》的文件进行了解读,分析了文件中与高校科技期刊紧密相关的5个亮点和4个困惑,并针对"分散组稿审稿,集中出版发行"出版模式可能面临的问题进行了探讨。This paper mainly gave an interpretation of the Guidance on Further Strengthening and Improving Universities＇ Publishing Work published by Ministry of Education of The People＇s Republic of China and State Administration of Press, Publication, Radio, Film and Television of The People＇s Republic of China. In particular, five highlights and four confusions that closely related to the sci-tech periodicals in universities, mentioned in the policy document, were analyzed. Furthermore, a publishing model called ＂decentralized reviewing, concentrated publishing＂ and its possible problems were discussed.
