“相容性利益集团”缺失与日本对美国的金融败战

摘　　要：战后以来,在日本经济强势崛起和自身经济相对衰落的强烈对比下,美国除了向日本频繁祭起贸易保护的大旗外,还在20世纪80年代找到了一种更为隐蔽、也更为强势的保护手段——金融和汇率保护。从贸易领域扩散和渗透到金融领域,是美国在对日经济外交中所使用的"议题关联战略",这一战略的运用是与布雷顿森林体系的瓦解、美国金融资本与国家力量的融合分不开的。若要认清这种战略的实质及日本对美金融败战的真相,我们需要了解美日金融战争幕后的利益集团政治。本文的重要结论是,"相容性利益集团"的缺失是日本对美金融败战的重要微观诱因。这带给中国的重要启示是:稳步有序地推进中国的改革开放进程,以此培育和扩大中美两国间的相容性利益,为有效化解来自美国的金融外交压力奠定坚实的微观基础。In the postwar period, under the background of Japan＇s rapid economic rise and its own relative economic decline, the U. S. found a more secret and offensive protectionist measure - financial and exchange rate protectionism apart from traditional trade protectionist measures. Expanding and dispersing its protection from trade to financial aspects is the U. S. strategy of issue linkage in its economic diplomacy toward Japan. The strategy is closely related to the collapse of the Bretton Woods system and the marriage of the U. S. financial capital with national power. To understand the essence of the strategy and the real story behind Japan＇s financial defeat, we need to master interest group politics in Japan - U. S. financial war. The conclusion of this paper is that the lack of ＂ compatible interest groups＂ is the important micro reason leading to Japan＇s financial defeat. The implications for China are obvious, that is, steadily and orderly propelling China＇s reform and opening up process, by which we can cultivate and enlarge the compatible interests between China and the U. S. and ultimately lay down the solid micro foundations for effectively releasing financial diplomacy pressure from the U. S..
