摘　　要：加强住房保障管理有助于提高保障性住房的建设与利用效率,促进我国住房保障事业健康发展,进而实现住房保障政策公平正义目标。文章对我国住房保障管理状况进行系统的梳理和分析,并进行住房保障管理创新。研究发现,我国住房保障管理体制是一种分散管理的体制,住房保障管理过程中的运行机制不健全,住房保障管理的法律依据不完善。为此,需要建立以住房保障委员会为协调平台的统一的住房保障管理体制,内部维度要理顺中央与地方权责关系,外部纬度要充分发挥市场和社会的作用,变住房保障管理为住房保障治理,同时要建立起高层次的综合性住房保障法。To strengthen housing security management helps to raise construction and utilization efficiency of affordable housing,to promote the healthy development of China＇s housing security,and then to realize the goals of fairness and justice in housing security policy.This paper analyzes the current situations of China＇s housing security management systematically,aiming to innovate housing security management in China.The study found that China＇s housing security management system is a decentralized system,operation mechanism is not sound in the process of housing security management,and legal basis of housing security management is incomplete.Therefore,China needs to build a united system of housing security management which takes Housing Security Committee as coordination platform.For internal dimension,the power and responsibility of the central and local governments should be straightened out;for external dimension,the role of the market and society should be played,housing security management should be transformed to housing security governance,and high-level comprehensive housing security law should be made.
