台湾身心障碍者保障与服务状况综述

摘　　要：台湾身心障碍者权益保障的法制建设注重"精进、细实、严明",身心障碍者享受基本公共服务,是以身心障碍鉴定及需求评估为基础,与围绕"就医、就学、就业、就养"的福利措施相对应,其福利保障措施保障水平较高,制度较完善,全覆盖,多层次,有特色。其基本理念、制度安排、政策措施和服务模式,值得学习和借鉴。Legislation constructions to secure the rights of the disabled people mainly focus on the rules of “diligence, elaboration and strict” in China’s Taiwan. The basic public services for the disabled are based on disability identification and demand evaluation and offer correspondent welfare measures in sectors of “medical, educational, employing and nursing” needs. Relatively higher welfare measures and levels and better mechanism are its features. There are much should be learned in terms of Taiwan’s legislation concept, mechanism arrangement, policy and measures and service model.
