农民公共产品权益保障的逻辑演进——从公共产品最优供给模式不足到次优供给模式契合

摘　　要：农村公共产品供给关涉农民公共产品权益的实现。但从实然发展角度看,政府先入为主的最优供给思维在农民偏好的"非全面显示"与"非理性行为"面前陷入桎梏,引致农村公共产品管理混乱和集体行动困境。在分析现代元素嵌入乡土社会引致农村利益分化、最优供给模式下农民公共产品权益保障陷入困境的基础上,从应然发展角度指出次优抉择条件下"无嫉妒供给"模式构建、约束条件下应然与实然的统一、嵌套博弈下多边治理机制引入及集体之名下村域公共产品资金筹集机制的构建等是保障农民公共产品权益实现较为合理的选择。The supplying of rural communal products directly concerns with the realization of farmers ＇communal products rights and interests.While,from the aspect of real development,government＇s preconceived thinking of optimal- supply- mode has trapped in farmers＇ preference of＂non- comprehensive display＂and＂irrational behavior,＂which causes＂late period supplying＂chaotic management of rural communal products and collective action dilemma. Basing on analyzing the collective action dilemma caused by modern elements embedded rural society and the trapping of farmers＇ communal products rights and interests guarantee,this paper has pointed out that the constructing of＂non- jealousy＂fair mode,the unifying of supposed situation and factual situation under the constrained condition,the introducing of multilateral governance mechanism under nested game playing,the building of funds raising mechanism of village communal products under the name of the public are the reasonable choice for guaranteeing farmers＇ communal products rights and interests.
