陕西省人口结构变迁对医疗保障制度的影响及对策研究

摘　　要：随着陕西省人口结构的不断变迁，使陕西省医疗保障制度受到了巨大冲击：人口老龄化的洪流对医疗需求增加，从而使医疗保险基金总额下降；人口地域结构变迁给城市的医疗服务带来沉重压力；人口社会结构的变化为医疗保障的持续发展提出挑战。为此，政府应积极应对人口结构的变迁带来的负面影响，建议科学制定医疗保障政策，完善医疗保险专项基金的保值增值制度、鼓励商业保险进入、探索多种支付方式等。Along with the change of population structure in Shaanxi Province, medical insurance system of Shaanxi province suffers huge impact. With the growing of aging population, the medical needs of old people increase, which leads to the decline of the medical insurance fund. In the process of urbanization, the regional structure of population changes, which brings heavy pressure to main body of medical service. With changes of the population structure, changes of the social structure of population challenge the sustainable development of medical insurance. Therefore, the government should actively respond to the negative effects of demographic change, and scientific medical insurance policy, improvement of the system of medical treatment insurance fund, encouragement of commercial insurance and exploration of variety of payment are suggested.
