摘　　要：山东半岛蓝色经济区作为山东省重要经济功能区已经上升为国家经济战略。以民营企业这一特殊的市场主体的投资行为作为研究对象,分析市场准入制度中有利于鼓励和引导民间投资健康发展的行政指导、投资融资、税收等措施,为山东半岛蓝色经济区的产业布局调整与资源整合提供市场准入制度方面的对策已迫在眉睫。Blue Economic Zone in Shandong Peninsula has been rising to be the national economic strategyas an important economic functional zone. Taking the investment behavior of the private enterprises as the researchsubject, this paper analyses the measures of administrative guidance, investment finance, and taxation which isbeneficial to encourage and guide the healthy development of private investment in market access system. It is im-minent that countermeasures about the industrial layout adjustment and resource integration of Blue Economic Zonein Shandong Peninsula should be provided.
