摘  要:针对中亚天然气管道焊接工艺评定和焊工认证过程中遇到的问题,从焊接工艺评定原则、力学性能试验类型及其焊工考核认证等方面比较了API 1104与СНиП标准的不同之处。通过相关要点类比分析,提出了适用于中亚天然气管道建设焊接工艺评定及焊工考核程序文件编制原则:以API 1104和СНиП标准为基础,兼顾中哈两国管道建设现状,通过总承包方编制程序文件报业主方审批,业主认可后方可实施的原则,有效解决了我国在中亚地区管道工程焊接工艺评定和焊工考核认证工作因标准差异带来的难题。With regard to the problems in the assessment of welding techniques and welder certification for the Central Asian Gas Pipeline, API 1104 and CHИП standards are compared in terms of assessment principle of welding techniques, types of mechanical tests and examination and certification of welders. Through analogy analysis of relevant key points, the principles for preparing documents related to welding technique assessment and welder examination procedures applicable to the Central Asian Gas Pipeline are proposed. Based on the API 1104 and CHИП standards and considering the current conditions of pipeline construction in China and Kazakhstan, the above-mentioned problems are effectively addressed in the principle that the pipeline construction can not be conducted until the owner has approved the procedure documents that are prepared and submitted by the contractors.
