摘　　要：建立军事法律顾问制度是全面推进依法治国的重大举措,是深入推进依法治军从严治军的客观要求,是提高军队法律服务保障能力的现实需要。借鉴世界发达国家军事法律顾问制度建设的成功经验,制定《军事法律顾问条例》,明确军事法律顾问的任职资格、选拔设置、职责权限、经费保障、法律责任等。To establish military counsel system is a major move to promote the rule of law comprehensively in our country,an objective requirement to further promote the rule of law in the military,and a practical need to enhance the military legal service support capabilities. Learning from the successful experience of the military counsel system in the developed countries,it is necessary for the military to formulate ＂Regulations on Military Counsel＂,in which,qualifications,selection set,duties and powers,financial security and legal liability for military counsels should be clarified.
