山西省科技型中小企业发展现状及政策建议

摘　　要：科技型中小企业是自主创新主体中最活跃的部分,是新常态下产业结构升级的重要力量。山西科技型中小企业虽已有一定规模,但在发展中也面临着法律法规保障不足、国家基金支持不足、融资难、孵化功能不够等突出制约因素。在借鉴国际经验做法的基础上,针对性地提出要完善相关立法、加快全面开展企业认定工作、争取专项资金的更大支持、拓宽融资渠道和构建科技创业孵化生态体系。Technology Based SMEs are the most active part in the main body of independent innovation.They are an important force for the upgrading of the industrial structure under the new normal.Technology Based SMEs have a certain scale,but in the process of development is also faced with the problem of laws and regulations inadequate protection,technology innovation fund to support the financing,hatching insufficiency such prominent restriction factors.In reference to international experiences,putting forward to improve the relevant legislation,speed up the development of enterprises that work,get greater support for special funds,broaden the financing channels,construct science and technology incubator ecosystem.
