摘　　要：1990年代后,全球大都市区发展出现了新特征,这随之要求大都市区的治理模式产生与之相适应的变革与调整。由于法国在国家发展历程、政府干预市场以及分权背景等方面与我国有极大的相似性,文章以法国区域复合治理模式为研究点,发现目前法国复合区域治理的作用焦点区域已转为大都市区,并以巴黎大都市区为例进行分析,指出复合治理作用下产生了"中央主导—地方自治"的发展模式,探讨产生该模式的核心,即"城市合同"的现实基础、多元参与主体、多目标导向及内在逻辑。由此更为深入的研究发现,造成法国区域治理模式转变的内在动因包括内外压力下的目标策略调整、新国家主义下的责权事权分化两方面,并从运行模式、实现条件、地方参与等多个角度归纳了对我国区域治理的启示。After the 1990 s, the development of metropolitan areas has arose some new characteristics, and this change requires the regional governance of metropolitan area to reform and adjust correspondingly. Since France and China share a number of similarities in national development, government intervention in the market and decentralization of authority,this article focuses on French compound regional governance pattern and points out that the core area of France regional governance has shifted to metropolitan area, and takes Paris metropolitan area as an example and unfolds that it forms a pattern of＂central leading and local autonomy＂. Then this article discusses the cores of France regional governance—the foundation of city contracts, multiple participation main bodies, multi- class orientation and its internal logic.Furthermore, this article finds that the powers of change in regional governance in France are strategy adjustment under internal and external pressure and decentralization of rights, obligations and powers under New Nationalism. At last, this research provides experience and enlightenment for China in terms of operational mode, conditions of realization and local participation.
