基于新区域主义的广东省“核心—外围”区域合作治理——以广东顺德清远(英德)经济合作区为例

摘　　要：针对广东省近年来出现的一种新兴合作治理空间——经济合作区,基于新区域主义区域合作治理理论,结合案例研究,首先从制度视角深入分析广东省核心—外围合作模式演变的制度构建,然后进一步分析核心—外围地区合作新模式形成的内在驱动机制。研究发现,在21世纪资本的去地域化和再地域化是地区间合作的起因,资源互补性和地缘关系成为内在和外在主要动力。在资本空间重构过程中交织着各种地域组织的尺度重组,从"对口扶贫"到"对口帮扶",新时期广东省核心—外围地区合作模式无论是形成机理、表现形式、区域效应,还是政府角色都产生了实质性的变化,并形成一种基于共同利益和多元参与的自下而上的合作伙伴关系,这是新区域主义在我国的一种体现。In recent years, a kind of new cooperative governance space ariseed in Guangdong province, and became an important form of regional governance, such as industrial transfer park or economic cooperation zone. Based on the theory of regional cooperation governance of new regionalism, this paper took Shunde, Foshan and Yingde, Qingyuan economic cooperation zone as an example. The system construction of core-periphery cooperation pattern evolution has been analyzed firstly. And then the internal driving mechanism for the formation of new cooperation mode was also analyzed. The study found that the regional cooperation results from the capital deterritorialization and reterritorialization in the 21 st century. There source complementarity and geopolitical relations were proved to be the internal and external powers.The space reconstruction process of the capital was mixed with the rescaling of the various regional organizations.During the period of ＂counterpart poverty alleviation＂ to ＂counterpart support＂, not only the formation mechanism, the form and the regional effect of the new core- periphery regions cooperation pattern, but also the role of government all had substantive changes. In the new period, based on common interests and multiple participations, the bottom- up partnership was formed. It is one of the embodiments of new regionalism in China.
