濮范台扶贫开发试验区发展策略研究

摘　　要：濮范台试验区作为国务院确定的唯一一个涉及县级层面的试验区,在尽快解决濮阳、范县、台前三县集中连片特困地区的贫困问题方面,中原经济区的"三化"协调发展路径为其提供了可借鉴经验。本文在分析了濮范台发展方式转变的优劣势影响因素基础上,从因地制宜、固本培元、扬长避短的视角出发,提出濮范台试验区1+4发展战略:坚定不移地推进"三化"协调发展战略;实施黄河滩区综合开发治理、实施生态环境建设、开发文化旅游资源、持续扩大对外开放。最后,从五个方面论述了推进上述战略实施的保障措施。As the only county level pilot zone established by the State Council, Pu-Fan-Tai Pilot Zone could learn from Central Plains Economic Region＇s development path of ＂promoting the coordinated development of urbanization,agricultural modernization and industrialization＂ to solve the poverty in the concentrated destitute areas in Puyang County, Fanxian County and Taiqian County. Based on analyzing the influencing factors for the advantages and disadvantages of the development mode transformation in Pu- Fan- Tai Pilot Zone, this paper puts forward the 1 ＋ 4development strategy of the zone, from the start of adjusting measures to local conditions, strengtheningthe foundation and healthy,fostering strengths and circumventing weaknesses in perspective.including： unswervingly following the path of new industrialization with accelerating the agricultural modernization, promoting the new urbanization by enhancing the quality and expanding the capacity; implementing integrated development governance of the Yellow River Floodplain; implementing ecological environment construction, developing cultural tourism resources and keeping open wider to the outside world. Finally, it discusses the supporting measures promoting the implementation of the strategy above from 5 aspects.
