摘　　要："9·11"恐怖袭击使恐怖活动进一步全球化。随着国际反恐形势的日趋复杂和严峻,世界各国纷纷采取非正常手段,对公民权利造成严重侵害。反恐应当在国际人权法的前提下进行,严格遵守"人权克减"的条件和程序,并且充分发挥联合国人权机构的作用,只有这样才能有效规范世界各国的反恐活动,实现保障基本人权的最终目标。The ＂9. 11＂terrorist attack makes terrorist activities further globalization,along with the international counter-terrorism situation is complicated and severe,countries around the world take abnormal means,resulting in a serious infringement of the rights of citizens. This paper believes that terrorism should be carried out in the premise of international human rights law,strictly abide by the ＂conditions and procedures of the human rights derogation＂,and give full play to the role of the UN human rights mechanism,only in this way can we effectively regulate the world counterterrorism activities,with the ultimate goal of safeguarding the realization of basic human rights.
