关于地方高校加强科研制度建设的若干思考

摘　　要：知识传授和科学研究是高等学校两大基本职能,加强科研制度建设是高校顺利开展科研工作,优化学校科研环境,建立"公平、公正、公开"的科研秩序的优先保障。通过对地方高校科研制度建设现状的调研,分析地方高校制度建设存在的问题和制约科研发展的瓶颈,旨在为构建公平合理的制度环境做铺垫,进而促进地方高校科学研究的良性发展。Knowledge conveying and science research are two basic functions of higher education. To enforce scientific research system rules of the universities is the key to science research.By investigating into the science research environment to establish a ‘fair and open＇order of local universities research constructions, this paper analyzes not only the problems in the system of construction but also the bottleneck to development to pave the way for establishing equal and reasonable system environment in local universities.
