摘　　要：社会主义协商民主在国家治理现代化中具有重要的现实地位和丰富的实现形式,有效地承接了十八大以来"党领导人民有效治理国家"的政治体制改革发展需要,这对于培育人民群众参与国家治理现代化所需要的文化土壤,拓宽人民群众参与国家治理现代化的合法渠道和夯实社会稳定基础具有重要的价值。进一步发挥社会主义协商民主在国家治理现代化中的作用,必须坚持协商民主顶层设计与基层改革并举,不断巩固协商民主与选举民主协调发展的制度优势,以协商民主制度化推进国家治理现代化。The socialist consultative democracy has played an important and practical role in modernizing the state governance. It has its practical formations and can effectively meet the needs of reforming the political system that the Party leads the people to value to provide the cultural soil, expand govern our country since the 18th National Congress, as is of great the legal channels and lay solid foundation for social stability for the masses to participate in the modernization of the state governance. To make the socialist consultative democracy play better role, the top design and the grass-roots level reform should develop simultaneously and the institu- tional advantages that the consultative democracy and electoral democracy coordinately grow must be ed. The institutionalized consultative democracy can promote the modernization of state governance.
