摘 要:卫生人力资源是卫生资源的基本要素,中医药人力资源的人员数量和结构、分布将直接影响中医药服务的质量和发展。调查了上海市基层中医药服务人员的数量和结构、人员培养和培训情况、服务及管理模式,发现全市基层中医药人员数量增加、人员职称和学历提升,并积极探索中医药特色服务和管理模式,基层中医药服务总量和占比均有所提高;但人员数量和结构离国家标准还有一定距离,所开展的在职培训工作仍不能满足基层中医药人员的发展需求,对于工资待遇、职称晋升及绩效考核等方面的满意度较低。建议对基层中医药人员在工资、职称等方面实行保护性倾斜政策,由市级层面推动在职教育和培训,加强基层中医药服务的标准化建设并与基层综合改革如家庭医生制度建设紧密结合,建立符合中医药服务特色的考核制度。Human resource is one of the elements of health resources. The quantity, structure and distribution of Chinese medicine staff will directly affect the quality and development of Chinese medicine services. It investigated the current situation of Chinese med- icine staff of primary health care institutions in Shanghai, including the quantity and structure, the staff building and training, the ser- vice delivery and management models. It showed that the amount of Chinese medicine staff was on the increase, the professional title and educational background have been improved. Moreover, there were some explorations in service delivery and management. The amount of Chinese medicine service and its proportion of total health service were increased. However, there were some gap from na- tional standard in terms of the amount and structure of Chinese medicine staff. The on-job training could not meet the need of devel- opment of the staff, and the evaluation of the satisfaction of wages, professional promotion and performance appraisal system were low. It suggested to offer favorable policy for Chinese medicine staff in terms of wages and professional promotion, to promote the on-job training at municipal level, enhance the standardization construction of Chinese medicine service integrating with comprehensive re- form of community health care and establish appraisal system with Chinese medicine characteristic.
