摘　　要：版权纠纷调解机制在我国发展方兴未艾,但是,其作为公共行政服务职能重要内容之一,仍然是有待探索的新兴事物。从上海版权纠纷调解中心成立的背景、现状和问题出发,提出如何在现实语境下正确实施作为公共行政服务职能的专业调解的基本理念和原则,并就构建版权专业调解的公共服务体系提出具体化的思路和对策。The burgeoning copyright dispute mediation mechanism is still a kind of new thing to explore as an important content of public administration service function. Based on the background, status quo and problems of Shanghai Copyright Dispute Mediation Centre, this article suggests the correct implementation of the basic concepts and principles of professional mediation of public administration service function in practice, and specific countermeasures and train of thought of the construction of professional copyright mediation public administration service system.
