借鉴林业外资项目经验 扎实推进国家储备林建设

摘　　要：国家储备林是国家借鉴粮食、石油等战略资源储备的通行模式,培育储备国家急需的珍稀和大径级立木资源。本文对林业外资项目所采用的尊重需求和经营主体意愿进行科学设计,创新森林经营方式,建立健全项目管理机制等,安徽省国家储备林项目可借鉴的先进理念、技术及管理优势进行了探讨,拟推动林业外资项目与国家储备林建设相互融合,促进国家储备林的建设质量,实现国家储备林的可持续利用;提出了相应的保障措施及建议。The national reserve forest was established with reference to the common modes for strategic food and petroleum reserves to cultivate and store precious and rare large-timber standing tree resources in urgent need. This paper discussed the advanced concepts and advantages in techniques and management adopted in foreign -funded forestry projects which could provide reference for the national reserve forest project in Anhui Province including scientific design with emphasis on needs and wishes of operating entities,innovation of forest management modes,establishment and perfection of the project management mechanism in the hope of promoting the integration of the foreign-funded projects and the national reserve forest,improving the construction quality of the national reserve forest and realizing its sustainable utilization. Some relevant supporting measures and suggestions were put forward.
