民间社会组织的资源、绩效及与外部主体良性互动——以恩派为个案

摘　　要：民间社会组织的发展是在与外部主体的良性互动之中实现的。外部主体在对民间社会组织输入资源的同时,对社会组织的资金使用和项目运作进行监督和考核,并对社会组织实施奖惩激励,要求其承担相应的后果。也即,对绩效成果不明显的社会组织实行淘汰和退出机制。社会组织只有努力发展组织能力,提升组织的绩效成果,才能获取生存与发展空间。社会组织与外部主体良性互动,要求将内在规范与外在规约相结合,将内在动力与外在激励相结合。Social organizations need to expand the resource channels and give birth to a combination of intrinsic motivation to develop the organizational operation capacity,with good organization outcomes to satisfy supporters,and form positive partnerships with supporters. While relevant supporter provides social organization with resource,social organizations will be requested to exert certain contract,but not to damage the autonomy of social organizations. External supporters should evaluate the performance of social organizations to assess the results of the assessment. If the social organizations have good performance,it will be given stable resources input and gain development. If bad performance,the social organization shall be eliminated.
