摘　　要：中国共产党在国家治理现代化的过程中需要解决自身治理的问题,从规范性的制度维度、先进性的伦理维度和有效性的能力维度提出了要求。党内法规用规范权力、保障权利的方式来制约权力,党的思想政治工作用教育互动形成的先进性权威来约束权力。党内法规与思想政治工作有机结合,协力推进政党治理的现代化,有效提升党的执政能力。The Communist Party of China needs to tackle the problem of intra - party governance in the modernization of nation- al governance in dimensions of institution, ethical advance and capacity effectiveness. The powers should be defined, protected and thereby restrained by enforcing inner- party rules; they should also get restricted by the advanced authority, which derives from educational interaction by carrying out theoretical and political education within the Party. The coordinated work of inner - party regulations and ideological and political edueation can effectively promote the modernization of Party governance and im- prove its administrative capacity.
