摘　　要：标准立项是标准制修订工作的第一步,如何走好这一步值得思考。本文介绍了标准立项的流程和立项依据,针对标准立项工作中存在的盲目立项、缺乏利益方参与、经费不合理以及申报材料不合格等诸多问题进行了总结和原因分析,并提出对策和建议,为标准申报单位提供参考。A new work item proposal is the first stage of standards development, and it is worthy of thinking about how to do it well. The paper introduces the project stages and basis of the approval of a new item, summarizes and analyzes the issues in proposal stage, such as aimlessness, absence of stakeholders, unreasonable budget and unqualified application materials, etc, and puts forward some countermeasures and suggestions for the reference of applicators.
