摘　　要：运用"法治思维和法治方式"开展水利稽察工作,是依法治水管水兴水迫切需要解决的重要课题之一。本文在论述水利稽察工作视角下的法治思维和法治方式的涵义和当前水利稽察工作面临的法治困境的基础上,探讨了用法治思维和法治方式谋划水利稽察工作的方法。‘Legal Idea and Mode ＇ are applied for implementing water conservancy inspection,which is one of the important tasks that should be solved by legal water control,management and flourishing.In the paper,legal idea and legal mode meanings as well as legal difficulties faced by current water conservancy inspection work under the perspective of water conservancy inspection work are discussed.On the basis,methods of planning water conservancy inspection work by legal idea and legal mode are discussed.
