摘　　要：湖南城镇化进程的加速改变了城市的居住结构。在邻里陌如路人的新型居民小区里,治安问题凸显,治安形势严峻,治安防控任务艰巨。要有效治理当前湖南新型小区的各类治安问题,必须借鉴国内外的成功做法和先进经验,立足湖南省情,在政府相关主管部门的正确指导和有效监管下,构建以居委会、社区警察、业主委员会、小区保安为综合治理主体,以人防、物防、技防相结合为主要防控手段的源头治理、动态管理、应急处置相结合的治安防控联动机制。Hunan urbanization’s acceleration has changed city residential structure. In the new residential area, the neighborhood is like passers-by, the security problems highlights, the security situation grim, the public security prevention and control task is difficult. To effectively manage all kinds of security problems of Hunan new district, we must use the successful practices and advanced experience of other countries for reference,based on Hunan province-circumstance, under the relevant government departments’ correct guidance and effective regulation to establish a residential community public security prevention and control linkage mechanism combining with prevention measures source of governance, dynamic management, emergency disposal, taking residents’ committee, community police, owners’ committee, residential public security as comprehensive governance body, taking a combination of civil defense, material defense and safety technology.
