摘　　要：目的结合以往任务经验，分析医院船海外医疗服务门诊救治能力的关键因素，寻找提高医院船整体救治能力的对策。方法通过现场调研、文献回顾和专家咨询确定评价体系模型，运用层次分析法绘制模型并计算各指标权重。结果本研究中各判断矩阵具有高度一致性，并获得了可接受、符合逻辑的评价指标权重值。结论本研究对医院船海外医疗服务门诊救治中存在问题提出了优化方案，为进一步提高医院船整体救治能力奠定了基础。In order to investigate the key factors influencing the capacity of rescue and treatment for out-patients abroad during overseas medical service, Delphi method was used to consult 37 experts from military medical university, navy health administration, navy hospital, and hospital ship medical center. The data thus collected was analyzed by the analytic hierarchy process. In the first level indices, there is no significant difference among the weight values of equipment, facility, and peresonnel, showing that they are equally important. In the second level indices, the weight values of component of personnel and area of specific professional room are important influential factors of rescue and treatment capacity of the hospital ship. In the third level indices the triage personnel and triage computer terminal have the highest weight velues, thus directly influencing the effects of management of the patients. In the health personnel the highest weigh values are possessed by physician, nurse, and technician, and medics shows a low weight value.
