摘　　要：本研究以上海为例,阐述家庭医生制度推行的阶段成效和难点问题,运用SWOT分析法对家庭医生制度与按人头付费相结合的可行性和预期效果进行全面论证,并以此为基础探讨家庭医生制度与医保支付制度联动机制,为家庭医生制度改革攻坚提供参考和借鉴。The authors elaborated the efforts and difficulties confronted in the implementation of family doctor system in Shanghai, and evaluated the feasibility and potential effects of linking family doctor system and per capita payment system of medical insurance by using SWOT analysis. Based on this, we explore a linkage mechanism between them, and put forward some suggestions for policy makers.
