关于发展渔业家庭农场的思考与建议

摘　　要：渔业家庭农场作为重要的新型渔业经营主体之一,也是培育发展新型渔业经营主体的重点。目前,各地的渔业家庭农场发展迅速,成为推动现代渔业发展、促进渔民增收的重要力量,但在发展中也暴露出诸如认定标准不统一、资金和技术掣肘、抗风险能力较弱以及人才缺乏等很多问题。为此,需要全面认识,尽快出台渔业家庭农场的认定原则和标准,健全渔业家庭农场的社会化服务体系,加强渔业家庭农场的人才队伍建设,努力创造良好的渔业家庭农场发展的政策环境,推进渔业家庭农场的健康有序发展。As a kind of the new fishery management entities, fishery family farm is also a focal point ofcultivating and developing the new fishery management entities. Fishery family farms are developing rapidly atpresent, which has become important driving force in promoting modern fishery development and fishermen＇sincome. But many problems such as non-unified standards, capital and technology constraint, weak anti-riskability and scarcity of talents have been exposed in the development of fishery family farms. Therefore, topromote the healthy and orderly development of the fishery family farm, we need to promulgate theidentification principles and standards of fishery family farm as soon as possible, perfecting the social servicesystem of fishery family farms, strengthening the construction of the talents team of fishery family farms, andstriving to create a good policy environment.
