德国集群策动计划对浦东高新技术产业发展的启示

摘　　要：德国集群策动计划已成为当前扶持高新技术产业发展的重要国策之一,并已取得显著成效。集群策动的核心即政府通过尖端集群的竞选,对内部紧密关联、有实质性研发创新关系的特定技术领域或价值链关系的集群,建设和提升区域创新网络进行扶持。同时又高度强调科技创新的可应用性,以及小企业在其中发挥的积极和重要作用。集群策动计划对浦东打造国际科技创新中心的核心功能区提供了崭新的思路和途径。未来浦东发展高新技术产业,可以从明确中长期战略产业重点、重点扶持"技术联盟"、扩大国际创新合作、着力提升服务能力、拓展各类社会资本等方面进行调整,为打造全球科技创新高地创造更好条件。Cluster Initiative Plan has been one of most important national policies in Germany, which has already achieved remarkable results. The core of the plan is to support the clusters which has an Interconnected and substantial research and development relationship in a particular technology area or value chain, to build up the local innovation network. Meanwhile , the plan also attaches importance to the applicability of the technology innovation and the positive function of SMEs. Cluster initiative plan provides a wholly new idea for Pudong to promote its high-tech industries. Next, Pudong will focus on clearly defining the long and mid-term strategic industries, supporting ＂ technology alliance＂ , broaden international initiative cooperation, shaping the environment and upgrading the service abilities, introducing social capital etc. , to fulfill its goal of being the core functional area of Shanghai International Techinnovation Center.
