摘　　要：对杭州市1998-2012年城镇化发展与就业结构偏差的历史和现状进行了回顾,并对就业结构偏差出现的原因进行了分析。研究表明,"离乡不离土"的特殊城镇化模式抑制了消费和第三产业发展,并造成劳动力素质无法提升,进而对第三产业就业带动作用的发挥起到了负面影响,是造成就业结构偏差的重要原因。最后提出了一些政策建议,对促进城镇化和就业结构的协调发展有参考意义。This paper has reviewed the history and current status of urbanization development and deviation of employment structure of Hangzhou City from 1998 to 2012 and analyzes the reasons of the deviation of employment structure. The research shows that the special pattern of urbanization of ＂moving from the villages without leaving the land＂ has inhibited the consumption and the development of the third industry, caused the lower quality of the labor force, and then caused the negative impact on the third industry employment. This is an important reason of deviation of employment structure. Finally it puts forward some policy suggestions which have reference significance for promoting the coordinated development of urbanization and employment structure.
