摘 要:本文通过分析产权理论的演进,构建了产权、市场及其绩效的理论分析框架并对之进行了实证辩析,指出产权与市场均为经济绩效的决定性因素,且二者往往根据具体环境不同表现出时间差异性或相互协调性。经过研究发现,对于目前我国农地而言,应加快推进土地确权工作,而对于农村集体建设用地则要加快推进基于公平与效率的流转收益分配机制设计。With the advance of new-type urbanization process and the commencement of a new round of comprehensive deepening reform,China's rural land market ushered in the dual tasks of institutional change and mechanism design,how to push forward the reform of rural land property rights system effectively and steadily is the major project placed in front of us. By analyzing the evolution of property rights theory,this paper constructed theoretical framework and made a empirical discriminate of the property right,the market and their performance,noting that the property rights and the market are both the decisive factors in the economic performance,and they often appearing the relationship of time difference or mutual coordination depending on particular environment. After research we found that in terms of agricultural land of our country,the work of land right confirmation should be accelerated,while the mechanism design of land revenue distribution based on fairness and efficiency will have to be accelerated for the rural collective construction land.
