摘　　要：针对目前武器装备业务信息系统效能评估的需要，梳理了系统效能、能力、性能等概念的内涵和关系，并且将武器装备业务信息系统与综合电子信息系统效能评估的特点进行了对比和分析。基于定性评估与定量评估相结合的原则，提出了效能、能力、子能力、性能四层结构的武器装备业务信息系统使用效能评估指标体系，为武器装备业务信息系统效能评估做出了有益的探索。In order to evaluate the effectiveness of weapon and equipment information system, the concepts of system effectiveness, capacity, performance, and evaluation are studied, and their relationships are dis- cussed. Then the characteristics of weapon and equipment information system and C4ISR system are com- pared and analyzed. Using both qualitative and quantitative evaluation, an evaluation metrics of Operation- al Effectiveness for weapon and equipment information system is proposed, which is composed of effective- ness layer, capacity layer, sub--capacity layer and performance layer.
