摘　　要：频谱资源的日益紧缺和低利用率使得欧美等国都在积极探讨频谱管理转型。文章借鉴国外基于政策的动态频谱管理理念，提出基于频谱地图的区域动态频谱管理框架，对频谱地图数据库及其分发服务机制进行设计，并完成演示系统对相关技术进行验证，为探索动态频谱管理技术实现方法和应用研究提供参考。Spectrum management transformation is a hot topic in Europe and the U. S. due to spectrum scarcity and low efficiency. Adopting the idea of dynamic spectrum management based on spectrum policy, a dynamic spectrum management framework based on spectrum map is proposed. The spectrum map data- base and the mechanism of distribution service are designed. Finally, the dynamic spectrum management technique based on spectrum map is demonstrated by experimental simulation system. The research result is significant for developing dynamic spectrum management technique and its application.
