扶贫类非公募基金会的活动模式和发展特点探析

摘　　要：扶贫类非公募基金会是我国扶贫帮困领域中一支不可或缺的社会力量。从扶贫类非公募基金会的活动模式看可以归纳出:独立开展活动模式、与政府合作模式、与基金会合作模式与志愿者合作模式,以及与企业合作模式等主要活动模式。扶贫类非公募基金会在运行过程中不断呈现出资助项目多元化、同经济发展正相关、管理理念的先进性及捐赠视角的独特性等特征。此类社会组织尚处于起步阶段,组织和管理模式中还存在立法尚未体系化、监督与评估运作不灵、专业人员紧缺、活动领域难扩围等不足,需要构建相关法律、完善监督管理、引进培养专业人才、创新扶贫项目,以进一步改进与完善。The non-profit fund raising foundation for poverty is an integral part in the field of poverty alleviation. This paper starts with activity patterns of the non-profit fund raising foundation for poverty and summarizes some activity modes, such as independent activity mode, foundation-and-government cooperation mode, the foundation-and-foundation cooperation mode, foundation-and-volunteer cooperation mode, foundation-and-enterprise cooperation mode. Then the pa- per explores the characteristics of the non-profit fund raising foundation poverty alleviation in the operation. Because the non-profit fund raising foundation for poverty alleviation is still in the primary stage, there are some problems needed to be handled constantly.
