石油化工企业环境风险分级评价指标体系研究

摘　　要：在现有研究基础上,从石化行业环境风险特点与现状着手,针对现有环境风险分级评价体系无法适应我国当前石化行业环境风险现状这一问题,对石化企业环境风险要素进行了梳理和分析。以此为基础从突发性环境风险、非突发性环境风险和选址敏感性三方面入手选取了石化企业环境风险分级评价指标,对各指标的含义及量化方法进行了分析,构建了石化企业环境风险分级评价指标体系。利用层次分析法确定体系指标权重,利用专家评分法对评价指标进行赋分,能够准确反映石化企业环境风险的实际情况。以天津滨海新区某石油化工企业为案例,验证了评价指标体系的有效性。In accordance with the current inadequacy of the research situation, this article is focused on how to solve the most difficult problem with the currently existing evaluation indexes of environmen- tal risk ranks to be adapted to the status quo of the natural environ- mental risk caused by the petrochemical industry. When we were try- ing to make our analysis over the particular features of the environ- mental risks caused due to the fast development of the petrochemical industry, the focus of our analysis is inclined to be put on the evalua- tion indexes of the environmental risk ranks based on the three cate- gories, that is, on the sudden environmental risk, the non-sudden en- vironmental risk and the on-site sensitivity from the study of the influ- ential factors of environmental risks caused by the said industry. And, next, we have set up an evaluation index system for the envi- ronmental risk ranks from the point of view of analyzing the implica- tion and the quantitative and qualitative consequences of every index, that is to say, we have to determine the index system of weights by applying the AHP and the Experts Grading Method to the determining of the index score and accurate reflection ＂to the specific and actual environmental risk＇ caused by the petrochemical industry. What is more, particular attention has to be paid to the damage changes of the aforementioned environmental risks on the conventional construction, the general management and the pollutants emission level, with full account being taken into the impact on the surrounding environment where the petrochemical enterprise is located. Such a kind of index system can help to push the pcirochemical enterprises under research to establish a sound and systematic environmental risk management.
