农户对“一事一议”财政奖补政策实施的满意度研究——基于安徽省462家农户的问卷调查数据

摘　　要：基于安徽省462家农户实地调研数据,运用主成分分析法对"一事一议"财政奖补政策实施的农户满意度进行研究。结果表明:农户对政策的内容设计、宣传活动及参与情况满意度较高;项目施工与资金使用对农户的满意度评价影响较小且农户满意度低;基础设施建设及管护对农户的政策满意度评价影响较大,但农户对其满意度较低。提升农户对财政奖补政策满意度,应继续扩大投入,完善政策内容;注重政策实效,加强设施建管;改进监管机制,确保财务透明;优化实施策略,引导民主参与。Based on 462 survey data of Anhui province, this paper made an empirical analysis of farmers＇ satisfaction with the financial award premium of ＇One case, one meeting＇ policy by using the principal component analysis. The results show that： farmers have higher satisfaction with policy design, the promotional activities and participation; project construction and fund use have smaller influence on farmers＇ satisfaction and their satisfaction is lower; infrastructure construction and construction management have greater influence on farmers＇ satisfaction, while their satisfaction is low. To increase the farmers＇ satisfaction with the policy, the government should continue to expand investment, perfect the policy content, focus on policy efficiency, strengthen infrastructure construction, improve the regulatory mechanism, ensure financial transparency, optimize strategy, and guide the democratic participation.
