省管县体制改革的动因、障碍及对策研究——以江苏省为例

摘　　要：作为全国最早进行试点的省份,江苏省市管县体制改革释放了地方经济体的巨大活力。但是,随着社会主义市场经济的建设与发展,市管县体制弊端日益凸显,成为地区经济发展的主要障碍。在多重因素的推动下,江苏省也开始摆脱市管县体制带来的路径依赖,探索实行省管县体制改革的具体路径,以适应江苏省社会主义市场经济发展与完善的要求。因此,研究最早实行市管县的江苏省推行省管县体制改革的动因、障碍及对策,对于当前全国范围内开展的省管县体制改革具有重要的样本意义。As the nation＇s earliest pilot province,the system reform of the city governing county in Jiangsu has released immense vitality for the local economy.However,with the construction and development of the socialist market economy,the disadvantages of the system are gradually prominent and it has become the main obstacles for the development of the regional economy.Driven by multiple factors,Jiangsu Province has began to shake off the path dependence of the system of city governing directly county,to explore the specific approaches of the system reform of province governing directly county to meet the requirements of the development and perfection the socialist market economy in Jiangsu.Therefore,the study of the motivation,obstacles and countermeasures of the system reform of province governing directly county in Jiangsu,the earliest pilot province implementing city governing county,has very important sample meaning for the current nationwide system reform of province governing directly county.
