摘 要:通过运用改进的TOPSIS法对湖北省12个地级以上城市2001-2013年间的土地利用绩效进行评价,并对阻碍其发展的障碍因子进行分析研究表明,湖北省土地利用整体绩效呈现持续的上升趋势,且后期上升趋势明显。城市土地利用绩效水平经历了一个从"低质绩效-优质绩效"的发展过程,其发展与湖北省"十五"、"十一五"和"十二五"规划的土地政策重点一致。2001-2010年,土地利用效益一直是制约湖北省城市土地利用绩效的最大障碍,土地投入水平的障碍度较高,投入结构也有待改善;从障碍因子层面,障碍度最大的是地均工业总产值,其次是地均固定资产投资。Urban land use performance evaluation and obstacle factor analysis are important for improving and developing of urban land utilization. They are also the premise of sustainable urban land use. This paper apply improved TOPSIS analysis for 12 cities of Hubei province to evaluate their land use performance and tries to seek for obstacle factors that prevent land using. This research finds out the performance of Hubei province urban use is a continuous and steep rising curve. The performance level was going through a "low performance-high performance" process. The development is consisting with "tenth five year plan", "eleventh five year plan" and "twelfth five year plan" Before 2011, land utilization benefit was a biggest obstacle for Hubei province urban land utilization performance. The land investment level is another negative factor, which is calling for a further improvement. Of the sub-factors of land utilization benefits, aggregate industry product per square is the factor loading with highest obstacle level;the second is fixed asset investment per square. After 2011, factor with highest obstacle level is employed people per square, and city green rates obstacle begin to loom.
