摘　　要：话音抖动是影响IP话音质量的一个重要因素，本文介绍了基于缓冲技术的IP话音防抖策略，对其中涉及的关键技术进行了分析，设计并实现了基于声码器的IP话音通信系统，通过构建基于战术电台网络的半实物仿真验证平台进行验证，去抖效果良好。Voice jitter is an important factor in the quality of voice on IP. This paper introduces the method of voice dejitter based on buffer handling and analyzes related key technologies. An IP voice communica- tion system is designed and realized based on codec. The construction of semi-physical simulation platform based on tactical radio network shows that the de jitter is good.
