摘　　要：本文在概要介绍美国《联邦云计算战略》（以下简称《战略》）的基础上，对《战略》的要点即美国政府机构向云计算迁移的三步走决策框架，及其推动联邦机构采用云计算的具体措施进行了详细分析，并对如何促进我国云计算发展提出了建议。This paper first overviews the U.S. Federal Cloud Computing Strategy, analyzes the key point of this strategy, i.e. the Federal Government＇s Three-Steps Decision Framework for Cloud Migration, and then discusses in detail the practical measurements for catalyzing the Federal agencies to adopt cloud computing. Finally, we make some suggestions on how to progress the development of cloud computing in China.
