摘　　要：全球城市功能定位的前提,与全球生产力变化、生产关系变化趋势是一致的,在全球资源配置方式不断创新的情况中,城市必定成为资源配置中心,而不是国家成为资源配置中心。在全球价值链中,城市一定是一个高附加价值环节的节点。所以,必须结合未来30年经济全球化的发展来考虑上海全球城市的功能定位问题。必须按经济全球化发展的新趋势,从根本上转变城市的发展规划定位、功能定位和改革定位。The premise of global urban functions positioning, is consistent with trend of the change of global productivity and production relations. With the continuous innovation of global resources allocation, city, instead of country, is very likely to become a center of resource allocation. In the global value chain, city must be a high added - value sectors of nodes. Therefore, we must take the development of economic globalization in the next 30 years into consideration when regarding to the function positioning of Shanghai global city. Therefore, we must pay close attention to the new trend of economic globalization so as to change the positioning of urban development planning, function and reform fundamentally.
