刍议重大国际体育赛事决策与民意

摘　　要：近些年来,在以法制为目标的制度建设过程中,民意问题受到政府的高度重视,并正在致力于畅通民意表达渠道和加强民意表达反馈机制的建设。这使我们想到了今后我国的重大国际体育赛事是否也应该重视征询民意呢?本文从引言导入,在界定了"重大国际体育赛事"之后,简述了民意与政府决策,列举了与主议题相关的三个事例,即与深圳世界大学生运动会相关的调查数据、香港曾申办亚运会未果和南京将接手办2019亚运会的乌龙事件网络调查,为反思政府重大国际体育赛事决策与民意之间关系提供了可能性。最后,阐述了本文的主旨重大国际体育赛事决策应重视征询民意。In recent years, public opinions are highly valued by government in the process of system construction which aims at legal system, and government is working on smoothing the channels for expressing public opinions and strengthening the construction of feedback mechanism of expressing public opinions. This brings us to think whether major international sports events should pay attention to public opinions in the future in China, Leading in from introduction, this paper defines the concept of ＂ major international sports events＂ and expounds public opinions and government decision - making. The paper also lists three cases which provide possibility for reflecting upon the relationship between government decision - making of major international sports events and public opinions： the survey data of Shenzhen Universiade, Hongkongg failure to host the Asian Games and the network survey of the amusing incident that Nanjing will host 2019 Asian Games. Finally, the main theme that decision on major international sports events should oar attention to publie opinions is elaborated.
