摘　　要：从国家生态安全的大局和以人为本角度出发,指出国有林场改革必须坚持正确的改革方向,把保生态、保民生作为改革的出发点和落脚点,确保国有林场改革健康顺利推进。提出了坚持维护生态安全的功能定位、贯彻山水林田湖统一治理的系统思想、建立生态资源的产权制度和用途管制制度、严防国有资产流失、理顺国有林场投入机制、着力保障和改善民生等具体要求和措施。From the national ecological security situation and the people-oriented perspective, the paper points out that the state-owned forest farm reform must stick to the correct political orientation, put the ecology and people＇s livelihood as the starting point and the foothold of the reform, ensure that the state-owned forest farm reform smoothly advance.It puts forwards the functional orientation of ecological security,carries out landscape,mountain, lake,forest farmland unified governance system thought, establish ecological resources property right system and use control system, prevent the loss of state-owned assets, straighten out the state-owned forest farm investment mechanism, ensure and improve people＇ s livelihood and other strictly specific requirements to protect the ecology and protect people＇s livelihood baseline in state-owned forest farm reform and measures.
