摘  要:随着我国地下空间的开发利用渐入高潮,各地结合自身条件出台了有关地下空间开发利用与地下土地使用权出让金收取的相关规定。本文通过收集整理已出台的地下空间相关规定,重点对不同城市的地下空间土地使用权价格进行了整理,对比分析发现不同城市间在收费对象、参照系、收费比例和收费计算方式上存在差异。在此基础上对地下空间土地使用权价格比例系数确定的影响因素进行了探讨,研究表明,其系数差异主要与当地的经济发展水平、居民收入与消费水平、人口规模、基础设施完善程度和政策因素等密切相关。针对此提出相关建议,为今后的地下空间土地管理和价格评估工作提供参考依据。With rapid development of the utilization of underground space, many local governments, in accordance with their actual situation, issued provisions on exploitation and utilization of underground space as well as on conveyance fees of underground land-use right. Based on the collection and sorting of relevant provisions of underground space, a comparative analysis was conducted on the price of the land-use right of underground space in various cities. The result showed that there were differences between different cities on the charged object, the frame of reference, the proportion of fees and the calculating ways of fees. Then the factors, which influenced the determination of the proportionality coefficient of underground space price, were discussed. The conclusion was that this coefficient is closely related to the development level of local economy, the income and consumption levels of residents, the population size, the infrastructure level and the policy factors. In the end, some suggestions were proposed. The purpose is to promote the land management of underground space and to provide a reference for its price assessment.
