美丽乡村建设面临的难题及破解思路——以厦门市为例

摘　　要：推进城乡一体化必须加快美丽乡村建设。以厦门市为个案,探讨美丽乡村建设实践中面临的问题,如何改造"空心村"、农村社区建设滞后、如何保持美丽乡村建设的持续性等,强调必须创新思路,要充分借鉴先进经验、体现科学规划先行,从治理"空心村"入手,突出共同缔造等方面探索破解难题,并提出政策建议:把生态文明建设融入美丽乡村建设之中;美丽乡村建设要以农村社区建设为载体,让农民平等参与现代化进程,共享现代化成果;推行"多规合一",将主体功能区规划、城乡规划、土地规划、生态保护规划有机融合。In order to promote the integration of urban and rural, we must speed up the beautiful village construction, all over the country are actively promoting the beautiful rural construction. Taking Xiamen City as a case, to explore the beautiful rural construction practice problems on how to transform the ＂hollow village＂, lagging problem of the rural community construction, how to maintain the beauty of the rural con- struction, and so on. The paper emphasized the importance of innovative ideas and stressed to fully learn the advanced experience and reflect the scientific planning first; started from the governance of ＂hollow village＂; highlighted common create ways to solve the difficult problems, and put forward the policy recommenda- tions： putting the construction of ecological civilization into the beautiful countryside construction; emphasiz- ing the beautiful village construction should take the rural community construction as the carrier, realizing the overwhelming majority of farmers equal participation in the process of modernization, and sharing mod- ernization achievements; implying the ＂multi-plan amalgamation＂, promoting the organic integration of the main functional area planning, urban and rural planning, land planning, and ecological protection planning .
