摘  要:民办高校由外延式发展向内涵式发展转型是增强实力、办人民满意的教育、办好一批高水平民办学校的需要。科学定位是民办高校实施内涵式发展战略的前提和基础。质量立校、人才强校、特色兴校,是民办高校实施内涵式发展战略"由大到强"的必然选择。外部政策环境的保障和内在大学组织结构的调整是民办高校实施内涵式发展战略的重大保障要素。民办高校内涵式发展战略包括品牌塑造战略、差异化竞争战略、规模效益战略、多元化发展战略、融资办学战略、雁阵效应战略、集群联盟战略和SIS(学校识别系统)的校园文化战略等。民办高校应以科学发展观为指导,走优质、特色、高效的内涵式发展之路。Private universities should transform from extensive development into connotative development be-cause it is the necessity to improve its own strength, manage satisfactory education for the people, and run a batch ofprivate Schools with high quality. Scientific orientation is the premise and basis for private universities to carry outthe strategy of connotative development. We should put emphasis on quality, talents, and special features so as tothrive the private university, which is the inevitable choice for private universities to carry out the strategy of conno-tative development and become "powerful in essence as well as large in scale. "The safeguard of the external policyenvironment, and the adjustment of internal structure of college organizations, are both important elements to ensurethe private universities to realize the strategy of connotative development. The strategies of connotative developmentfor private universities include : brand building, diversified competition, scale benefits, diversified development, ex-pansion of financing channels, wild goose queue effect, clustery and alliance, and school culture with school identifi-cation system. Private universities should take scientific development perspective as its guidance, and go ahead inthe path of connotative development with good quality, special features, and high efficiency.
